Lloyd Blankfein: Tariffs may be ‘an effective negotiating tool’

The Trump administration’s plan to slap 25% tariffs on effectively all Chinese imports is not a bad idea, former Goldman Sachs Group Inc. CEO Lloyd Blankfein said Tuesday.
